U.S. EXAMINES IF COMPUTER USED IN '84 ELECTION IS OPEN TO FRAUD
[Note that a Democratic Representative was complaining about the NSA trying to protect US Computer Systems at the direction of President Ronald Reagan. This was when George Soros was already installing his own candidates in local government positions.]
"A branch of the National Security Agency is investigating whether a computer program that counted more than one-third of all the votes cast in the United States in 1984 is vulnerable to fraudulent manipulation...
"Mike Levin, a public information official for the agency's National Computer Security Center, said the investigation was initiated under the authority of a recent Presidential directive ordering the center to improve the security of major computer systems used by nonmilitary agencies such as the Federal Reserve Board and the Federal Aviation Administration and for such private purposes as banking...
"'We have no interest in any particular election,' Mr. Levin said. 'We are only interested in the possible misuse of computers to compile election results.'
"But Representative Dan Glickman, chairman of a House Science and Technology subcommittee that has held hearings on the role of the Computer Security Center, said he had 'serious reservations' about a Defense Department agency such as the center's becoming involved in computer systems handling sensitive civilian matters like elections.
"'The computer systems used by counties to collect and process votes has nothing to do with national security and I am really concerned about the National Security Agency's involvement,' said Mr. Glickman, a Kansas Democrat.
"The target of the Computer Security Center's investigation is the vote-counting program of Computer Election Systems of Berkeley, Calif., the dominant company in the manufacture and sale of computer voting apparatus. In 1984, the company's program and related equipment was used in more than 1,000 county and local jurisdictions to collect and count 34.4 million of the 93.7 million votes cast in the United States.
"Mr. Levin said the Computer Security Center became interested in the question of the vulnerability of the company's programs because of separate pending lawsuits, brought in Indiana, West Virginia, Maryland and Florida, which have challenged the election results processed by it.
"Two independent experts and expert computer consultants hired by the plaintiffs in three of the states have said the company's program used to process votes in West Virginia, Indiana and Maryland in 1980, 1982 and 1984 was poorly designed and subject to secret manipulation. In Indiana and West Virginia the company and county officials are charged with fraudulent manipulation of the votes. The suits in the other two states are aimed at county officials and not specifically the company...
"Mr. Levin said the Government's investigation of the election system was undertaken to help the center fulfill the mission given to it and the National Security Agency by National Security Decision Directive 145, signed by President Reagan on Sept. 17, 1984.
"'That directive calls upon us to improve the security standards of computers used for various applications all over the country,' he said. The spokesman added that the center's major role was to develop security standards that computer concerns would then adopt.
"Various aspects of the President's order broadening the Computer Security Center's role in protecting information of civilian agencies and in applying security measures have been questioned by Congress's General Accounting Office and the Institute for Electrical and Electronic Engineers, the world's largest engineering society.

"(d) administrative procedures that are incomplete and poorly implemented, resulting, for example, in the inability of observers to successfully compare computer reports of ballots cast with the same data reported by precinct officials.
"2.9.2 Possibility of Undiscoverable Frauds
"The lack of internal controls and failure to implement computer security increase the possibilities that unknown persons may perpetrate undiscoverable frauds. Methods of forcing incorrect results include:
"(a) fraudulent alterations in the computer program or in control cards that manipulate the program;
"(b) activation of a hidden program, possibly by means of a time-of-day match or with a specially encoded punch card ballot;
"(c) manual replacement of the computer program by a fraudulent substitute;
"(d) introduction of false ballots into the set of real ballots, through either addition or replacement; or introduction of false ballot data through interchange of ballots, by a perpetrator taking advantage of different ballot styles;
"(e) introduction of false voting summaries through changes in data stored in removable data storage units of precinct-located, vote-counting devices;
"(f) fraudulent alteration of the face of the voting device used by the voter at the polling location to mark a ballot or indicate choices;
"(g) fraudulent alteration of the logic of precinct-located, vote-counting devices.

These prophetic words were written in 1993 by Eva Waskell of Computer Professionals for Social Responsibility:
"When voters went to the polls in November 1992, few realized that their ballots were being counted privately...The majority of votes cast in the recent presidential election were tabulated by secret programs under the proprietary control of the companies that design and sell electronic voting systems to election jurisdictions throughout the country. The instructions in these programs are known only to the people who were paid to create them. The courts have protected the rights of these companies to prevent anyone from independently auditing their tabulating software.
"These circumstances have a direct impact on the integrity of elections. First, other than the programmer, there is no one, including election officials who 'certify' the accuracy of vote totals, who can say how election results are actually determined. Most of what we can know about the accuracy of vote tabulation is what the company representatives tell us.
"Second, since it is impossible to verify that vote tabulating programs are doing what they are supposed to and nothing more, it is impossible to resolve any dispute about whether or not manipulation of votes is taking place. The public debate about alleged vote tampering will continue forever.
"In addition, all of the pre- and post-election testing of the tabulating programs proves absolutely nothing about the accuracy of vote totals. Recounts of elections can only demonstrate that a program is tabulating consistently, not accurately. A time bomb, worm, virus, Trojan horse or other variety of trap doors, or even worse, an unintentional error in the program's code, would never be discovered under these conditions.
"As long as vote tabulating logic remains part of a set of rules known only to the programmer who wrote the software, the votes of every American citizen will continue to be tabulated secretly. Secret vote counting has no place in a democracy."

"Howard Strauss, the director of Advanced Computer Applications at Princeton University, is a nationally-renowned expert in the field of computer voting. He categorically dismisses the efficacy of the so-called 'logic and accuracy test' verification procedure. Strauss recently told Relevance:
"'That turns out to be no test at all. That doesn't prove a thing. Any system that was designed with a "trap door" or a "Trojan horse" or any kind of fraudulent thing in it could pass that test easily...
"'There are a hundred ways you could do this and probably any freshman in any school that teaches computer programming could figure out a half a dozen ways to do this. I've talked to folks who've said "oh no, we've fed a thousand votes in and then we looked at the other side and they were counted correctly." I said, "So what? That doesn't tell you what's inside the box."'"

WHO COUNTS THE AMERICAN VOTE?

"Despite the widespread belief that the government in some capacity counts the national vote on election night, the reality is entirely different. The final vote for Congress and the Presidency is tallied and reported by a little-known private corporation named Voter News Services (VNS) located in New York City. VNS is a media consortium comprised of all the major networks: ABC, CBS, NBC, including Fox and CNN, and also the wire services, the New York Times, and the Washington Post.
"All of the precinct vote results aggregated and tabulated in each county, mainly by privately owned and serviced computers, are transferred to VNS where they are again aggregated and tabulated, and finally the totals are disseminated to the individual media networks, and then to the public, who accepts them without question.
"The votes are processed at each step by secretly programmed software. Only the corporations who program the software know if fraud has been committed within their 'black box' programming. There is no oversight. The software is not open to public scrutiny. Neither is VNS.
"VNS has existed in secrecy for over thirty years, and may be the most powerful corporation in the world. Created in 1964 as News Election Services (NES), it changed its name in to Voter News Service (VNS) in 1993. It retains the same small staff. The few Americans who know of their existence incorrectly believe they're solely a polling organization. The fact is that they have, without public knowledge, co-opted the vote count in America, despite their claims that the results they disseminate are "unofficial."
"VNS results are accepted across the board on election night by American voters and election officials. There is no check on the veracity of their reported totals -- and indeed, with all our votes counted in the electronic dark, there can be no check. VNS is very well aware of this uncontested power. They know that few Americans have the time or inclination to question or challenge the vote count. They also know that when they are challenged, they have little to fear in the way of exposure, as they ARE the media. Understandably, they have responded to accusations of vote fraud with the arrogance befitting the power of a private and unaccountable media corporation.
"As reported by investigative journalists James and Kenneth Collier in the book 'Votescam: The Stealing of America,' evidence does exist proving conspiracy to rig the 1970 Dade County election, involving the local media. Parties include the League of Women Voters, top elections officials, and the Miami television networks, who knowingly reported false results to the public based on the claim that the courtouse vote counting computer had broken down -- which it had not. Official election results were falsified to match the network totals, and the signatures of thousands of elections canvassers were forged.
"This FBI documented evidence was suppressed by top officials including Janet Reno, then Assistant State Attorney in Florida."

"In video testimony now showing on YouTube, a former software programmer says software he designed to prevent election fraud was actually going to be 'used to control the vote in South Florida' by the Republican congressman who hired him to develop the program in the first place. What's even more bizarre: The programmer is now trying to take that congressman's seat on Capitol Hill in this November's election...
"Now...Curtis - a former Republican - is vying for Feeney's congressional seat, but as a Democrat. As part of Curtis' platform, the programmer-turned-politician says on his official website that he's committed to requiring a paper ballot 'as the official document of record so that voters know their vote counts, regardless of the type of voting system used.'"

The Brennan Center for Justice is a nonpartisan think tank and advocacy organization that focuses on democracy and justice. We are deeply involved in the effort to ensure accurate and fair voting, voter registration, campaign finance reform and a reformed redistricting system.
"In 2005...the Brennan Center assembled a Task Force of internationally renowned government, academic and private-sector scientists, voting machine experts, and security professionals to perform the nation's first methodical threat analysis of the major electronic voting systems. The Task Force sought a simple goal: to determine, quantify and prioritize the greatest threats to the integrity of our voting systems, and to identify steps that we can take to minimize those threats.
"Working with election officials, the Task Force analyzed the nation's major electronic voting systems for two years. It issued The Machinery of Democracy: Protecting Elections in an Electronic World (the "Brennan Center Security Report") in June 2006. The conclusions of the Brennan Center Security Report are clear:
"*In fact, all of the nation's electronic voting systems - every single one -have serious security and reliability vulnerabilities (including especially, the malicious or accidental insertion of corrupt software or bugs).
"*The most troubling vulnerabilities of each system can be significantly remedied; but few jurisdictions have implemented any of the key security measures that could make the least difficult attacks against voting systems substantially more secure.
"Most importantly, the Task Force recommended:
"Automatic audits, done randomly and transparently, are necessary if voter verifiable paper records are to enhance security. The report called into doubt basic assumptions of many election officials and the public, by finding that using voter-verified paper records without routinely comparing some portion of those paper records to the electronic tally - as is done in twenty-four states with voter-verified paper records - is of "questionable security value."
"Wireless components on voting machines are particularly vulnerable to attack. The report finds that machines with wireless components could be attacked by 'virtually any member of the public with some knowledge of software and a simple device with wireless capabilities, such as a PDA.'"

Vote fraud alert: One out of five registered Ohio voters is bogus
Vote fraud is no big deal, right? It hardly ever happens. It's so rare that it's not even worth discussing. Anyone who claims to take the integrity of our ballots seriously is cynically exploiting phantom fears for the purpose of suppressing the Democrat-loving minority vote.
"To keep that silly narrative alive, it's important not to read the Sunday edition of the Columbus Dispatch, in which readers were informed that 'more than one out of every five registered Ohio voters is probably ineligible to vote.'
"Furthermore, 'in two counties, the number of registered voters actually exceeds the voting age population: Northwestern Ohio's Wood County shows 109 registered voters for every 100 eligible, while in Lawrence County along the Ohio River it's a mere 104 registered per 100 eligible.'
"31 more counties report over 90 percent voter registration, which is a good 20 percent higher than the national average."

"Court-appointed Republican poll inspectors are being forcibly removed from voting stations in some Philadelphia wards and replaced in some cases by Democratic inspectors and even members of the Black Panthers, according to GOP officials.
"Secrets just received this memo from GOP officials:
"The Philadelphia GOP is reporting that court appointed Minority (read GOP) Inspectors are being thrown out of polling locations in several Wards.
"These Inspectors are election officials - again, court appointed -- and are reportedly being thrown out by the Head Judges of Elections (these Judges are elected Democrats) and being replaced by Democrats."

Dead And Still Voting: Thousands of dead Californians remain eligible to vote

"An NBC Bay Area Investigation has uncovered thousands of California voters who remain on the voter rolls despite having died several years ago...
"NBC Bay Area used the Social Security Administration's Death Master File to cross reference with the California state voter rolls using name, date of birth, and similar zip codes to find matches. We found over 25,000 questionable names still on the state voter rolls.
"A closer look at the data revealed that some of the dead people were not only registered, but somehow, even voted, several years after their death. Sometimes...the voting turns out to be fraud, clerks say, where family members vote on their dead relatives' behalf.
"Our findings came as no surprise to Bill Morrison of Palo Alto. For Morrison, every trip to the mailbox during election season brings constant reminders of his late wife, Carol...
"Morrison continues to receive election materials including voter guides, pamphlets, and even ballots for his late wife.
"According to state records, Carol has voted in the last two presidential elections, despite having passed away.
"Morrison has made several attempts to notify the county that his wife died, including sending back her ballots with 'DECEASED' marked on the envelope.
"'I don't know why, when somebody dies. It doesn't go to the elections and they just cross the name off of the list,' Morrison said."

"The country's voting machines are susceptible to hacking, which could be done in a way so that it leaves no fingerprints, making it impossible to know whether the outcome was changed, computer experts told President Trump's voter integrity commission Tuesday...
"'There's no perfect security; there's only degrees of insecurity,' said Ronald Rivest, a professor at the Massachusetts Institute of Technology.
"He said hackers have myriad ways of attacking voting machines. 'You don't want to rest the election of the president on, "Maybe the Wi-Fi was turned on when it shouldn't have been."'
"He and two other computer security experts said bar codes on ballots and smartphones in voting locations could give hackers a chance to rewrite results in ways that couldn't be traceable, short of sampling of ballots or hand recounts - and those work only in cases where there's a paper trail.
"Andrew Appel, a professor at Princeton University, said it would be easy to write a program that cheats on election results and deletes evidence of the hack as soon as the results are reported...
"'To ignore the fact that the computers are completely hackable and to try to run elections, as some states do, where they entirely rely on the word of a computer program on who won is entirely irresponsible,' Mr. Appel said...

"Nielsen told a group of reporters touring the Department of Homeland Security's National Cybersecurity and Communications Integration Center (NCCIC) in Arlington, Va., that she wants 'all state and local election officials to make certain that by the 2020 presidential election, every American votes on a verifiable and auditable ballot.'"

(IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), section 212(f) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f)), and section 301 of title 3, United States Code,
I, DONALD J. TRUMP, President of the United States of America, find that the ability of persons located, in whole or in substantial part, outside the United States to interfere in or undermine public confidence in United States elections, including through the unauthorized accessing of election and campaign infrastructure or the covert distribution of propaganda and disinformation, constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States...I hereby declare a national emergency to deal with this threat.
Accordingly, I hereby order:
Section 1. (a) Not later than 45 days after the conclusion of a United States election, the Director of National Intelligence...shall conduct an assessment of any information indicating that a foreign government, or any person acting as an agent of or on behalf of a foreign government, has acted with the intent or purpose of interfering in that election. The assessment shall identify, to the maximum extent ascertainable, the nature of any foreign interference and any methods employed to execute it, the persons involved, and the foreign government or governments that authorized, directed, sponsored, or supported it. The Director of National Intelligence shall deliver this assessment and appropriate supporting information to the President, the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the Attorney General, and the Secretary of Homeland Security.

"A total of 15 people have now been charged in the ongoing investigation of voter fraud in the City of Edinburg's November 2017 municipal election, and Texas Attorney General Ken Paxton says more arrests are expected.
"The alleged voter fraud scheme involved a coordinated effort by political workers to recruit people residing outside the city limits to fraudulently register at Edinburg addresses so they could illegally vote in specific city races."

Former Stamford Dem Party boss charged with falsifying absentee ballots
"STAMFORD - John Mallozzi, the city's former Democratic Party chief, was arrested Wednesday on charges of absentee ballot fraud in the 2015 municipal election. He allegedly forged ballots for relatives, Spanish-speaking residents and Albanian-Americans new to the election system, according to the State's Attorney's Office
"Mallozzi was charged with 14 counts each of filing false statements and second-degree forgery. He turned himself in to Stamford police on the charges, both Class D felonies punishable by up to five years in prison and/or a fine of up to $5,000 per count...
"Investigators with the State's Attorney's Office in Stamford allege that Mallozzi's handwriting matched that of signatures on 14 absentee ballots assigned to voters who said they never requested them."

Calif. Begins Removing 5 Million Inactive Voters on Its Rolls
Unless I can't do math, as of the 2020 presidential election, California still has approximately 5 million inactive voters on its rolls. Because this article states:
"There were an estimated 5 million inactive registrations in the state as of November 2016, the latest figures available, according to a Judicial Watch analysis of data published by the U.S. Election Assistance Commission...
"Judicial Watch in 2017 sued the county and state voter-registration agencies, arguing that election officials were not complying with a federal law requiring the removal of inactive registrations that remain after two general elections...
"The entire state had a registration rate of 101% of age-eligible citizens, the lawsuit said, citing U.S. Election Assistance Commission data.
Thus, "Under the terms of the settlement, voters who do not respond in the next two federal elections must be removed from county registration lists" which is four years, which have not elapsed since the settlement, therefore California must still have approximately 5 million inactive voters.

"A lawsuit filed against Allegheny County, Pennsylvania alleges that nearly 1,600 dead people are registered to vote in the 2020 election in the county...
"Similarly, the lawsuit claims there are close t0 7,500 voter registrations that have been flagged as duplicates but that remain on the voter rolls. In one case, the lawsuit claims, an individual registered to vote up to seven times in one day while out of state.
"Other individuals, the lawsuit claims, have registered to vote three to four times. Likewise, the lawsuit alleges that there are 1,523 registered voters who claim to be 100-years-old and over — nearly 50 of which have listed the 1800s as their birth years.
"'One registrant is stated as being born in "June 1800," the same year Thomas Jefferson won eight of Pennsylvania's 15 Electoral College votes against President John Adams,' the lawsuit claims."

"The results of the 1864 elections would heavily affect the outcome of the war. Lincoln and his supporters in the National Union Party sought to continue the war and defeat the Confederacy outright. Meanwhile antiwar Democrats, also referred to as Copperheads, looked for an immediate compromise with the Confederate leaders and the end of the abolition movement.
"Troops from New York were allowed to authorize individuals back home to cast a vote on their behalf. Along with their mail-in ballots, troops would assign their power of attorney on slips that required four signatures: the voter's, the person authorized as a recipient, a witness to the signed affidavit and a fellow officer. These documents would be sealed in an envelope and shipped back home to be counted in the final vote. This was the process that Orville Wood intended to uphold, he would testify in court later. He quickly found out what a challenge that would be...
"One accomplice mocked the outcry he expected from abolitionist newspapers following the corruption of the election. The men bragged about their past successes in fixing local elections back home.
"Together, the men had shipped crates of fraudulent votes back to New York. But their scheme was over...
"Following the first day of the trial, a reporter for the New York Times wrote, 'The honest electors of the state of New York have escaped an extensive and fearful fraud, a fraud in keeping with the proclivities of the party in whose behalf it was initiated, but one that, if unexposed might have subverted the honest will of the people and left the state and the nation at the mercy of those who would make peace with rebellion and fellowship with traitors.'
"The judge advocate [said it was] one of the most gigantic frauds ever attempted in America - 'a fraud which, if it shall be successful, will, in my opinion, have produced a disruption of our entire country, and our war for the preservation of the Union will be practically at an end and futile.'
"The commission...recommended life in prison for the two men who sought to corrupt the election by mail."

"Although talk of voter fraud may be increasing because of the stakes in the 2020 election, The Heritage Foundation's election fraud database has been around for four years. With the addition of our latest batch of cases, we are up to 1,285 proven instances of voter fraud.
"Heritage's database is by no means comprehensive. It doesn't capture all voter fraud cases and certainly doesn't capture reported instances that aren't even investigated or prosecuted. The database is intended to demonstrate the vulnerabilities in the election system and the many ways in which fraud is committed."

South Philly judge of elections admits he took bribes to stuff the ballot box for Democratic candidates
"A former judge of elections and Democratic committeeperson from South Philadelphia has pleaded guilty to accepting thousands of dollars in bribes to inflate the vote totals for three Democratic candidates for Common Pleas Court judge in 2015, and for other Democratic candidates for office in 2014 and 2016, U.S. Attorney William M. McSwain announced Thursday.
"Domenick J. DeMuro, 73, pleaded guilty to conspiracy to deprive Philadelphia voters of their civil rights by fraudulently stuffing the ballot boxes for the judicial candidates and for other candidates seeking office in the 2014 and 2016 primary elections. And he admitted violating the Travel Act, which forbids the use of a cell phone to promote illegal activity, McSwain's office said...
"'DeMuro fraudulently stuffed the ballot box by literally standing in a voting booth and voting over and over, as fast as he could, while he thought the coast was clear. This is utterly reprehensible conduct. The charges announced today do not erase what he did, but they do ensure that he is held to account for those actions,' McSwain added."

"The Buffalo mailman, who was caught with over 800 pieces of mail inside his trunk that he had failed to deliver, said he had ended up on a bridge between the US and its neighbor to the north by accident, the Buffalo News reported."

Another election computer glitch in Michigan reversed as Republican declared belated winner
"A Michigan Republican received a welcome shock when his apparent loss at the polls was reversed due to the fix of a 'technical glitch' that originally had him losing the election.
"Adam Kochenderfer was originally declared the loser in his race against Democrat Melanie Hartman for a position on the Oakland County Board of Commissioners. The narrow race appeared to end with Hartman the winner by just 104 votes.
"Yet the county clerk soon discovered that a set of absentee ballots had actually been reported in the voter totals twice. Once the duplicate set was removed, Kochenderfer came out ahead by 1,127 votes."

"Dominion Voting Systems is an election services company from Canada that is responsible for the technology used to count votes in many of the close battleground states in the 2020 presidential election. Issues have arisen in some of those states, such as Michigan and Georgia, propelling Dominion into the spotlight...
"Since the 2016 election especially, Dominion and other large voting firms have faced increasing Congressional scrutiny. It's not unusual for big firms under the Congressional microscope to hire people or firms with ties to other power players; Dominion has ties to the Clinton Foundation. The company has used lobbying firms that employ lobbyists with ties to major figures like Georgia's Republican governor and House Speaker Nancy Pelosi, as well as a lobbyist who donated money to Republican Majority Leader Mitch McConnell. Increasing the scrutiny, it has also worked with firms tied to George Soros and Robert Mueller and gets some components from China. A former ambassador named by former President Barack Obama sits on the board of a company that acquired it in 2018.
"The company's equipment is used in North Carolina, Nevada, Georgia, Michigan, Arizona and Pennsylvania - key states where President Donald Trump's campaign has raised concerns or that are still being counted. The major television networks have called the election for former Vice President Joe Biden, but Trump has not conceded.
"'The industry has a two-tier structure with the three top-tier vendors, Election Systems and Software, Hart Intercivic, and Dominion Voting Systems covering approximately 92% of the total eligible voter population,' a major 2017 study on voting companies by the Penn Wharton Public Policy Initiative said. Truthout reported that the company “was recently acquired by New York-based hedge fund Staple Street Capital."
